Yesterday, Gov. Beshear announced the 'Smiling Schools' program which will give 25,000 kids in Appalachian counties improved dental health coverage. The program will be funded by a $1 million grant from the Appalachian Regional Commission (ARC) and an additional $250,000 in general state funds. Of course, the loser in this announcement is the Democrat candidate for Commissioner of Agriculture, Bob Farmer. If the dental plan is as successful as planned, Mr. Farmer will have to re-think part of his standup comedy routine.
